New Measles Immunity Requirements for Helpers in Singapore (From 1 Sep 2025)

The Singapore Ministry of Manpower (MOM) has introduced a new requirement on measles immunity for migrant domestic workers (MDWs) in certain households, effective 1 September 2025.


This aims to help protect young children and the wider community in the face of recent measles activity locally and globally.


Measles is highly contagious and can spread through coughing, sneezing, or breathing near others.


Even in countries with good vaccination coverage like Singapore, small outbreaks can still occur — particularly among those who are not immune.


Who Needs to Comply with the New MOM Rule?

If your household has a child below seven years old who is not yet fully vaccinated against measles, you will now need to ensure that your live-in helper (MDW):

✅ has documented immunity to measles

OR

✅ is already vaccinated against measles

OR

✅ has a booked measles vaccination appointment when applying for or renewing her work permit.


Immunity can be proven by:

Records showing measles vaccination (e.g. from childhood)

A serology test showing immunity

Evidence of past measles infection confirmed by a clinician or lab test


An MDW does not need vaccination if she is already immune or all children under seven in the household are fully vaccinated.


Why This Rule Matters

The goal of this requirement is to protect unvaccinated young children, who are more vulnerable to serious complications from measles. These can include pneumonia, dehydration, and — although rare — brain inflammation.


Singapore continues to report measles cases, and international travel can introduce new exposures. Taking steps to ensure immunity in the home helps reduce transmission risk to young children and other vulnerable members of the household.


How Employers and Helpers Can Meet the Requirement

To comply, employers should:

✔ Check the helper’s measles immunity status

Ask for vaccination records

Consider a measles IgG serology test if records are unavailable


✔ If not immune, book MMR vaccination

Two doses of the MMR (measles, mumps, rubella) vaccine given at least 28 days apart are required for full protection


✔ Provide proof

Keep documentation ready for submission to MOM at work permit issuance or renewal

All associated costs (vaccination and/or serology testing) are borne by the employer.
